What’s Going On In Massachusetts
MaMHCA has filed 3 bills HD 57 “An Act Relative to Expanding Access and Safety of Mental Health Services”, which now has a bill number HB 1061, on the House side and SB 1108 on the Senate side; “An Act Relative to Establishing a Workforce Development Trust Fund” HD220, now HB 1062, and finally, “An Act Funding the Behavioral Workforce Development Trust Fund” HB 601, formerly HD222. Both Bills are sponsored by Rep. Josh Cutler and Senator Joan Lovely.
The MA House of Rep. passed its FY18 budget at the end of April, approving over $40 billion in spending for FY 18. Provisions included in the budget that are of interest to ABH members include: $773, 574, 670 in funding for the Dept. of Mental Health (DMH). This represents an approx. $6.5 million increase about projected FY 17 spending. $146,219,060 in funding for the Bureua of Substance Abuse services (BSAS). This is almost $6 million above projected FY 17 spending and includes new funding for a number of ABH’s budget priorities. $39.7 million for the Chapter 257 rate reserve. The provider rate caps, moratoriums on mandated benefits, and the elimination of facility fees proposed by Governor Baker were not included in the HWM proposal.
