March 17, 2019 is the deadline, per the CMS rule, for states operating a section 1915(c) waiver or a section 1915(i) plan to meet new HCBS requirements. The new requirements include: integrating settings into the community, providing consumers with setting options, ensuring consumers “privacy, dignity and respect, and freedom from coercion and restraint”, providing consumers with autonomy, and providing consumers with service choices and a choice of who provides services.
This gradual shift to HCBS along with greater use of fee-for-service, managed care, and new EVV rules are pushing many provider organizations to consider how to incorporate new technologies and information systems.
